Per DB11/T 2382-2024 Appendix C, hole reservation and blocking split into three mutually exclusive situations:

1. Sanitary fixture installation — work content includes "reserving/blocking holes"; not separate. Fixture sub-items expressly include it. In Table C.10.47-2 "WC pan installation", sub-item C10-6-36 (self-closing, unit: set), work content verbatim: "1 Includes reserving/blocking holes, on-site haulage, appearance check, fixture setting, connection to water and drainage pipes, valve commissioning, water test; 2 trough-type and wall-hung urinals apply the wall-hung urinal item." I.e., the labor/materials of hole reservation and sealing are comprehended in the fixture sub-item (whose materials also include water-stop collars, traps, waste fittings); budgets must not add blocking sub-items under the fixture item.

2. Pipes through walls/floors with sleeves — blocking included in the sleeve fabrication/installation sub-items; not separate.

• General packing sleeve (continuation of Table C.10.25-5, sub-item C10-4-75, DN <=20 mm, unit: each), work content verbatim: "on-site haulage, pipe cutting, positioning, coordinating civil hole reservation with civil works, leveling, aligning, placing, installing, packing, blocking holes."
• Rigid waterproof sleeve (continuation of Table C.10.25-3, sub-item C10-4-52, DN <=100 mm, unit: each), work content verbatim: "on-site haulage, positioning, coordinating civil hole reservation, leveling, aligning, placing, installing, bolting, blocking holes."

3. Pipes through walls/floors without sleeves — blocking computed separately under Table C.10.28 "hole blocking". Table C.10.28 note verbatim: "Hole blocking refers to pipes passing walls/floors without sleeves." Mortar/concrete filling tiered by filling volume per hole, in m3: C10-4-95 (within 0.01 m3), C10-4-96 (within 0.05 m3); work content verbatim: "cleaning, mixing and hauling mortar, sweeping spill, packing mortar, plastering level, brushing, wetting, finishing and troweling" (materials include C20 ready-mix concrete, 1:2.5 cement mortar, timber formwork, etc.).

Method: when budgeting or reviewing, first read the "work content" column of the intended sub-item — wherever it contains "reserving/blocking holes / coordinating hole reservation / blocking holes", do not add a blocking sub-item; only at "pipes through walls/floors without sleeves" apply C10-4-95/96 by filling volume.

Applicable Boundaries

1. Calibers are per Beijing's 2024 DB11/T 2382-2024 sub-item work contents; other provinces/industries may differ (some expressly exclude hole reservation/blocking from pipe installation and compute them when incurred) — cross-region use requires checking the local sub-items' work content.
2. The three situations are mutually exclusive: fixture installation, sleeve fabrication/installation, and hole blocking must not double-charge the same hole.
3. The "hole blocking" sub-items apply only to pipe penetrations without sleeves; locations already priced under sleeve sub-items (work content includes blocking) must not take hole blocking again.
4. Contract-interface division with the civil works (who seals structural holes, cost attribution) is a contract matter distinct from the consumption-standard pricing caliber — handle separately.
5. When using older standard editions, verify each sub-item's work content before applying.
