Applying quotas to highway signs and pavement markings: composition of sub-items 5-1-4 signs and 5-1-5 pavement markings, quantity rules, and finished-price points (JTG/T 3832-2018 Part 5)

For highway signs apply 5-1-4 signs (steel-plate signs split by single-post/double-post/single-cantilever/double-cantilever/gantry, each further split into post and panel sub-items, priced at finished-product rates excluding reflective sheeting); for markings apply 5-1-5 pavement markings (ordinary, hot-melt, rumble, two-component markings, colored surfacing, reflective road studs, rubber speed humps, etc.). Metal sign posts and panels are each computed by total mass; pavement markings by net marked area.

Core Conclusions

1. Signs -> 5-1-4 signs. Steel-plate signs split by support form into single-post, double-post, single-cantilever, double-cantilever, and gantry; each further into post and panel sub-items, measured and priced independently. The quota general notes state: "Steel-plate signs, aluminum-alloy-plate signs ... are finished products, priced as finished products in budget compilation. The sign unit price excludes reflective sheeting." — Reflective sheeting must be counted separately; do not assume it is inside the finished sign price.

2. Quantity rules (quota verbatim). "For metal signs, the post mass is the total mass of posts, cross beams, flanges, etc.; the panel mass is the total mass of panels, stiffening channels, clamps, bolts, sliders, etc." "Pavement markings are computed by the net area marked."

3. Markings -> 5-1-5 pavement markings. Sub-item composition: ordinary markings (manual, spray-machine, vehicle); hot-melt markings (split for asphalt and cement-concrete pavements); rumble markings; two-component markings; colored surfacing; reflective road studs; self-luminous road markers; rubber speed humps. Units: marking sub-items per 100 m2; reflective road studs and self-luminous markers per 100 pieces; rubber speed humps per m.

4. Main material consumptions (per 100 m2). Ordinary markings (manual/spray/vehicle): marking paint 49 kg; hot-melt (asphalt pavement): hot-melt paint 469 kg, reflective glass beads 95.7 kg, primer 23 kg; rumble markings: rumble paint 784.9 kg; two-component: paint 215 kg; colored surfacing: cold-plastic primer 162 kg, topcoat 102.4 kg.

5. Companion rules. Corrugated steel sheet, shaped-steel posts, steel-pipe posts, galvanized pipes, steel-plate mesh, steel-plate and aluminum-alloy-plate signs, post delineators, steel crash posts, galvanized pipe railings, and embedded pipes are all finished products priced as such; precast concrete items' quotas already include concrete and member haulage — not counted again. Adjacent sub-items in the same section: 5-1-1 concrete and masonry guardrails (including corrugated-sheet and cable barriers), 5-1-3 fences.

Applicable Boundaries

  • Applies to budget compilation for highway works (new construction, rebuilding/expansion), quota version JTG/T 3832-2018 (current, Ministry of Transport).
  • Signs must be sub-itemized by support form and plate type; posts and panels measured separately, not merged; reflective sheeting must not be omitted.
  • Municipal (urban road) works do not directly apply: whether sign/marking sub-items exist must be checked in the local municipal consumption standard; absent matching sub-items, follow the quota-gap principle (prefer borrowing similar-technology quotas with conversion, or compiling a supplementary unit-price schedule for approval).
  • Specific projects must also be settled against the contract's pricing caliber and local supplementary quotas.
