The key is not the material but first splitting the two routes of "procured finished product, installed on site" versus "fabricated and installed on site", then computing under the corresponding items, units and rules.

Beijing DB11/T 2382-2024 position The finished route uses Annex A.15.3-1.1 "metal stair railings (panels)" table (A-15-52 to A-15-61); the items' work content is "installation, fixing etc.", the material column is the finished railing itself, and fabrication cost is outside the quota. Representative items: A-15-52 metal railing, straight (m2, main material "stainless-steel railing, straight (finished) d50" 1.0000 m2/m2, all-in labour Grade II 0.2770 workday); A-15-56 and A-15-61 metal railing, straight (m2, main material "cast-iron scroll railing (framed)" 1.0000 m2/m2 - wrought-iron finished products take these items); A-15-60 metal railing, straight (m, main material "accessibility railing (finished) d50" 1.0000 m/m). The fabrication route uses Annex A.6.6 other steel members, A-6-35 "steel guardrail" (unit t): work content "installation (assembly), welding, preheating and post-heating treatment, node rust removal, ultrasonic testing etc.", main material "steel-pipe guardrail" 1.000 t/t (the member entered as a semi-finished product). Site-welded square-tube / angle-steel fence railings take this item, computed in t by theoretical mass.

Measurement and application rules (DB11/T 2382-2024 main text)

• 4.16.10: railings (panels) are computed by area at the design-shown dimensions, with no addition for parts embedded in the structure; accessibility railings are computed by the centreline length of the design handrail (including bend lengths), with no addition for embedded parts; handrails are computed by the design handrail centreline length (including bend lengths), with no addition for embedded parts.
• 4.16.4: where railing / panel and handrail are installed as one unit, the construction consumption follows the corresponding railing / panel items, and the handrail item is not additionally applied.
• 4.16.3: window-guard railings follow the corresponding corridor-railing items; railings and panels of AC (air-conditioner) slabs and cantilever slabs follow the corresponding corridor railing / panel items.
• 4.7.11: metal-member consumption excludes paint and fire-resistant coatings; where the design drawings require anti-corrosion or fire protection, clauses 4.15.1 to 4.15.10 of the standard apply, except paint already applied to finished steel members at the factory.
• 4.7.17: steel members are computed by mass at the design-shown dimensions, without deducting the mass of holes; welding rods, rivets and bolts are not added to the mass.

Bill-of-quantities position (GB/T 50854-2024)

• F.10.9: the steel-member items of this annex are compiled on a semi-finished basis, and the work content does not include member fabrication; paint requirements during semi-finished processing are described in the item description under "member coating (plating) requirements". Where members are fabricated on site, list under the "fabrication of steel members" item code of this annex.
• F.10.12: the metal products of this annex are compiled as finished products installed on site, the work content not including their fabrication.
• Decorative railings are listed under Annex Q table Q.3.1 "handrails, railings, panels decoration" (code 011503).

Railway position (TB/T 10831-2024 Volume 10, building works) Fabrication and installation are separate and both by t: FY-1975 steel railing fabrication, angle steel; FY-1976 fabrication, steel pipe; FY-1977 fabrication, round (square) steel; FY-1978 installation. Finished stainless-steel railings (height 1.10 m) by 10 m: FY-1979 (304 stainless handrail), FY-1980 (plastic handrail), FY-1981 (timber handrail). Fabrication work content includes lofting, marking, cutting, straightening, drilling, assembly, welding, finished-product correction, and numbering and stacking; installation includes setting out, unloading, inspection, marking, positioning, correction, welding, fixing and touch-up painting.

Applicability Boundaries

• The dividing line is "where fabrication is completed": finished products take only installation items; site fabrication takes steel-member / fabrication items; the two must not be mixed or double counted. Judge per the finished / semi-finished compilation positions of GB/T 50854-2024 F.10.9 / F.10.12.
• Three units, never to be mixed: finished decorative railings by m2 (accessibility railings by m); site-fabricated steel members by t; railway finished stainless-steel railings by 10 m. Check work content and unit before selecting an item.
• DB11/T 2382-2024 is the Beijing consumption position for building and decoration works; railway building works use TB/T 10831-2024; the two must not be mixed. The bill of quantities (GB/T 50854-2024) and the quota are two systems: the bill fixes codes and item descriptions, the quota fixes consumption and rate build-up.
• Paint and anti-corrosion / fire-resistant coatings are excluded from metal-member consumption and charged separately, except paint already applied to finished products at the factory.
• Item configuration (form, height, material) changes the consumption (e.g. A-15-56 and A-15-61 labour is 0.3060 and 0.2530 workday/m2 respectively); select per the design.
