1. Bill listing position (GB/T 50854-2024)

The item setting, item-description content, units and measurement rules for handrail, railing and panel decoration follow GB/T 50854-2024 (quantity take-off standard for building and decoration works), Annex Q "other decoration works", table Q.3.1, item code 011503 (handrail, railing and panel decoration). Table Q.3.1 sets one unified item "handrail, railing and panel decoration" with no separate codes by material (glass / stainless steel / cast iron / timber) or post-cap profile - "glass panel" and "round-cap posts" are not independent codes but item-description content: handrail and railing (panel) materials and specifications and fixing fittings are described in the item description, e.g. "d50 stainless posts (round caps) + 12 mm toughened glass panel + d75 stainless handrail". Factory-finished procurement versus site fabrication is distinguished by the corresponding sub-items of table Q.3.1.

2. Quota measurement position (Beijing DB11/T 2382-2024, section 4.16 other decoration works)

Rules, original wording:

• 4.16.3 window-guard railings follow the corresponding corridor-railing items; railings and panels of AC slabs and cantilever slabs follow the corresponding corridor railing / panel items.
• 4.16.4 where railing / panel and handrail are installed as one unit, the consumption follows the railing / panel items and the handrail item is not additionally applied.
• 4.16.10 the measurement of handrail, railing and panel decoration shall comply: 1 railings (panels) by area at design-shown dimensions, with no addition for parts embedded in the structure; 2 accessibility railings by the design handrail centreline length (bends included), with no addition for embedded parts; 3 handrails by the design handrail centreline length (bends included), with no addition for embedded parts.

Bill position does not equal quota position: bill items measure per table Q.3.1, while the Beijing quota measures railings (panels) by area m2 and handrails and accessibility railings by length m - compute both and reconcile when building up rates; do not mix.

Note: "metal railing, straight" has several same-named bands - A-15-52, A-15-54, A-15-56, A-15-57, A-15-58, A-15-61 - differing in material outfit (with or without glass, glass thickness and content, stainless or cast iron) and labour (0.2100 to 0.4800 workday/m2); match the design specification and height, do not apply casually.

4. Bend-length measurement

1. Rule: handrails and accessibility railings are measured on the design handrail centreline length (bends included) - bend length enters the linear metres and is not counted separately by the piece; parts embedded in the structure add nothing (DB11/T 2382-2024 clause 4.16.10 items 1 to 3).
2. Consumption position: bends are not listed separately - their quantity is comprehended per metre in the item materials: stainless stair handrails (straight / curved) 0.7600 No./m, corridor handrails 0.6600 No./m; hardwood handrails (stair straight / curved) 0.7600 No./m, corridor straight 0.6600 No./m.
3. Handrail stock lengths enter at 1.0500 m/m (joint wastage included); curved and straight use "curved" and "straight" materials respectively, not interchangeable.

5. Cross-standard comparison (utility tunnels)

SJG 111.2-2022 Consumption Quota Standard for Urban Utility Tunnels, Volume 2 (tunnel building and decoration works), chapter 5 decoration works:

• 5.2.4 railing and handrail quantities are computed in linear metres on the design centreline length, without deducting bend lengths.
• 5.1.8 railing and handrail item notes: (1) the railing and handrail items already comprehend the cost of non-integral handrail bends; (2) where the design material consumption differs from the item, the material quantity may be adjusted per the design, all else unchanged; (3) for curved railings and handrails, the labour and plant consumption of the corresponding items is multiplied by 1.30. Note: the tunnel standard measures "railings and handrails both in linear metres", unlike the Beijing building standard's "railings (panels) by m2, handrails by m"; the Beijing standard has no curved-factor clause - the two standards must not be cross-applied.

Applicability Boundaries

• The quota part follows Beijing DB11/T 2382-2024 for building and decoration works in Beijing; other provinces or sectors (railway TB/T 10823, urban tunnels SJG 111.2 etc.) convert under their own standards - Beijing items and contents must not be applied directly.
• The sub-item codes, item-description elements and units of bill code 011503 follow the original text of GB/T 50854-2024 Annex Q table Q.3.1; this card does not replace it.
• "One-piece installation adds no handrail item" applies only where railing / panel and handrail are installed as one unit; separately installed handrails take the handrail items (A-15-62 to A-15-64 metal, etc.).
• Straight / curved / helical, glass contents 0.86 and 0.75, d50 posts and d75 handrails are different specification bands - match the design specification and height, never across bands.
• Consumption quantities are standards; except where conversion is expressly allowed, they must not be varied for site differences (SJG 111.2 allows adjusting only material quantity where "material consumption differs from the design", all else unchanged).
• Window-guard railings and AC / cantilever-slab railings following the corridor railing (panel) items is a mapping rule already inside the quota.
