Does comprehensive scaffolding include interior and full scaffolds: what comprehensive covers (masonry/finishing within 3.6 m), full scaffolding above 3.6 m, and anti-duplication rules (Hunan/Shaanxi/Jiangsu/railway calibers)

The relation is not simple inclusion: interior and full scaffolds are single-purpose scaffolds, chosen alternatively with comprehensive scaffolding — no double counting. Comprehensive scaffolding covers internal masonry and wall/ceiling finishing within 3.6 m (no separate interior-scaffold sub-items within that range); above 3.6 m the excess takes additional sub-items — where story height exceeds 3.60 m and ceilings need plastering, painting, or suspension, full scaffolding may be added (3.60-5.20 m = base layer; each 1.20 m above = one added layer), and wall finishing scaffolding is then not computed.

Full scaffolding is computed on indoor net area (Hunan: horizontal projection actually erected, no deduction of attached columns) — 3.60-5.20 m = base layer; above 5.20 m each 1.20 m = one added layer; below 0.60 m = one layer x 0.50. Hunan's formula: layers = (story height - 5.2)/1.2, rounded. Railway sub-items: FY-440 (full scaffold, 3.6 < clear height <= 5.2 m), FY-441 (each +1.2 m), FY-442 (full steel-pipe falsework).

4. Anti-duplication. (1) Where full scaffolding is charged indoors, no decoration scaffold for internal walls — only a re-scaffolding fee on wall projection area (rate locally). (2) Works with comprehensive scaffolding must not re-take interior or wall-finishing scaffolds within 3.6 m. (3) Single-purpose items appear only where comprehensive is unsuitable, e.g.: trench walls and brick foundations with masonry over 1.20 m (area = length x height), walls within 3.60 m, parapets over 1.20 m, roof chimneys over 1.20 m — interior scaffolds; large equipment foundations (over 1.20 m above floor) — double-row external scaffolds (railway, Shaanxi). Shaanxi adds: internal brick/block walls over 8 m take double-row external sub-items.

Local/industry quotas differ in the 3.6 m boundary, the 5.2/1.2 layering, coefficients, and sub-item divisions: e.g., Jiangsu 2026 — above 3.60 m, frame column/beam/wall concreting scaffolds per single-purpose rules (internal brick walls beyond 3.6 m: single-row external x coefficient; block walls: double-row x 0.3; wall finishes beyond 3.6 m: the corresponding internal finishing sub-items); railway — concrete walls above 3.60 m indoors: single-row x 0.3; independent columns and single/continuous beams: double-row x 0.3; slabs: full scaffold x 0.30 — verify clause by clause against the project's current scaffolding chapter.
